If you are planning on purchasing off plan property in the Shoumen area, you will have to look along the coast and in the cities of Varna and Bourgas. Those are the closest regions that are providing new developments. Varna is situated 95 km to the east of Shoumen, whilst Bourgas can be found in a distance of about 150 km to the south east.
